Points for Change:

Improve Communication with coalition and the public (to help move our children through the system faster)

A.     Strictly follow DCFS Policy and Procedure Manual

B.      Implement plans statewide; not just Area 8

1.     Foster-Adopt forms to be the same and on-line   

2.     Establish time frame for foster parent to choose to adopt, and if "yes" a time frame for the finalization

C.        Accountability Structure:

Create “chain of command” chart for the state– Make local supervisory contacts  accessible for prospective families on-line and in the application packet

D.    Update the state website

    1. place all children waiting for adoption on the site for maximum visibility. 

       2. video clips of families and kids

E.     Hire an Ombudsmen (impartial) as required
